I think you will find a longer rod necessary in most surf fishing situations. Not only to lengthen the cast, but also to cast the heavier baits and lures. Either a 9' or10' rod is functional. If your are only going to pick one, I would choose a 10'. Daiwa has two models, the Eliminator and Beefstick, that are resonably priced and well made.
Most pier fishermen probably own the longer rods, but 7' outfits are the norm. The close quaters on many piers make it hard to cast the longer rods and reach into the water far enough that you don't need a long cast. Alot of pier patrons don't realize the majority of the fish are caught close to the pier.
